Mre\u017ea akademske solidarnosti i anga\u017eovanja ( MASA) je 24. juna uputila apel ve\u0107em broju me\u0111unarodnih institucija i mehanizama (kompletan spisak i tekst apela mo\u017eete videti u saop\u0161tenju na na\u0161em sajtu<\/a>) povodom pretnji krivi\u010dnim gonjenjem usmerenih protiv pripadnika akademske zajednice, novinara i stru\u010dnjaka, ali i kontinuiranog napada na akademsku zajednicu u Srbiji. U okviru apela smo, izme\u0111u ostalog, tra\u017eili od nadle\u017enih me\u0111unarodnih tela da pozovu srpske vlasti da odustanu od svakog oblika kriminalizacije profesionalnog, akademskog, novinarskog i gra\u0111anskog anga\u017emana, kao i da razmotre slanje nezavisnih posmatra\u010da i zatra\u017ee informacije o pravnom osnovu najavljenih istraga.<\/p>\n

Ovim putem Vas obave\u0161tavamo da smo krajem jula dobili odgovor od ENEST.B2. Sekretarijata, u ime koga nam se obratio rukovodilac jedinice zadu\u017een za Srbiju i Kosovo – Ji\u0159\u00ed PLECIT\u00dd.<\/p>\n

Dear members of the Academic Solidarity and Engagement Network,<\/p>

Thank you for your email of 24 June 2026 addressed to Commissioner Kos and Commissioner McGrath. I am replying to you in my capacity as Head of the Unit in charge of Serbia and Kosovo in the Commission\u2019s Directorate-General for Enlargement and Eastern Neighbourhood.<\/p>

We have carefully read your letter and have taken note of your concerns.<\/p>

We are aware of recent announcements by the Higher Public Prosecutor\u2019s Office that individuals could be prosecuted for their public stances on the 15 March 2025 protest. We are following this case closely and we continue to reiterate our call for a transparent and credible investigation into the reports about the use of sonic weapons against protestors.<\/p>

We expect that any investigation into this issue is conducted in full compliance with the law and free from any political pressure or perceived political influence and that
fundamental rights of all citizens, including freedom of expression and academic freedom are upheld.<\/p>

We also recall that, as for all cases, due process is to be ensured and any measure of deprivation of liberty must be justified and proportionate.<\/p>

I also wish to underline the European Commission\u2019s position that the academic and artistic communities play a vital role in democratic and pluralistic society and must be able to operate freely without undue restrictions or fear of reprisals. The statements from last April you are referring to do not contribute to this objective.<\/p>

As a candidate country and member of the European Higher Education Area and the Bologna Follow-up Group, Serbia is expected to uphold academic freedom, integrity,\u00a0institutional autonomy and public responsibility for higher education. In this regard, the\u00a0<\/span>2025 Enlargement Package states that Serbia is expected to urgently reverse the\u00a0<\/span>backsliding on freedom of expression and the erosion of academic freedom.<\/span><\/p>

It remains the Commission\u2019s priority to support Serbia in advancing on its EU path which offers solutions to many of the issues at the heart of the discussion in Serbia. We will continue to follow these developments closely in the context of EU accession negotiations with Serbia under chapters 23 (judiciary and fundamental rights) and 26 (education and culture).<\/p>

We appreciate your continued engagement on these matters, and we thank you for sharing your concerns and perspectives with the Commission.<\/p>
