Support for plaintiffs Bojana Savović and Jasmina Paunović

The Network of Academic Solidarity and Engagement (MASA) sends its public support to prosecutors Bojana Savović and Jasmina Paunović from the Higher Public Prosecutor's Office in Belgrade, who were removed from the case of corruption in the EPS, as well as to all their colleagues who in the past period due to the arbitrariness of the higher public prosecutor Nenad Stefanović were disparaged and/or persecuted in any way.

The events in the Higher Public Prosecutor's Office represent a brutal manifestation of everything that our organization stands against, namely the fight against incompetence, partiality, lack of independence and unethicality. Removing the prosecutors from the case, who with their knowledge, experience and courage brought it to the very end, is like removing the doctor before the most important part of the operation with the expectation that another, although he does not know anything about the course of the operation, nor is he an expert in its performance, will successfully replace him.

MASA stands for a society in which the best, not the worst, students will occupy key positions in our state institutions and in which teams will be led by individuals of unquestionable expertise, knowledge and experience. Superiors should build their authority on expertise and trust in the knowledge of employees, and not cover up their inexperience by intimidating and belittling them. MASA advocates and will advocate with all its might so that our fate is no longer decided by those who are clearly alien to virtues such as independence, integrity and ethics and who resort to abuse of position, intimidation, demonstration of power, arrogant behavior and breaking the law. Through its activities, MASA strives to create a better society in which trust in the judiciary, healthcare, education, and professionalism of all kinds will be re-established. We see Serbia as a society in which there will no longer be a degradation of the authority of the profession due to the inactivity of politically eligible and professionally insufficiently qualified individuals and individuals, and in which the personal integrity, freedom and independence of each employee in performing professional activities will be valued. Therefore, we demand that the competent authorities do everything in order to prevent the transfer of plaintiffs Savović and Paunović from arbitrariness by individuals, and to enable them to professionally and impartially finish the work they started in connection with the case of corruption in the EPS that was previously entrusted to them. .

Announcement of MASA on the occasion of the awarding of this year's "Dr. Zoran Đinđić" awards

The Network of Academic Solidarity and Engagement (MASA) appeals that the "Dr. Zoran Đinđić" Fund Board as well as the Senate of the University of Novi Sad react to publicly presented indications that during the selection of candidates for this year's "Dr. Zoran Đinđić" award, several ethically questionable procedural decisions were made that question the integrity of the outcome of the competition itself.

Namely, the Award for Young Scientists and Researchers has been awarded since 2004. Initially, the prize was awarded by the "Dr. Zoran Đinđić" Foundation and the Provincial Government of Vojvodina, and since 2015, the award has been entrusted to the University of Novi Sad (UNS), while the Fund's functioning is entrusted to a Board made up of prominent experts from the University of Novi Sad. Provincial governments, Dr. Zoran Đinđić Foundation, SANU Department in Novi Sad and Matica Srpska. In its long tradition, the awarding of this award primarily served to affirm a young scientist, and some of the laureates have since become distinguished domestic and international scientists. However, this year (April 21, 2022), without the recommendation or consent of the Forum, two changes are being made to the Rulebook on awarding the award. The first change refers to the fact that a potential participant in the competition no longer needs the decision of the Scientific and Teaching Council of the parent faculty/institute. Also, in the earlier version of the Rulebook, it was prescribed that candidates must not have reached the age of 35 on the day of the deadline for the public competition, while this year's controversial amendment stipulates that the participant can be no more than 35 years old in the year of the public competition.

We believe that the second change is extremely problematic if we take into account that even two of this year's award winners turned 35 at the time of the contest. From this fact, it is clearly seen that only the subtle changes in the Rulebook on awarding awards made the mentioned two colleagues valid candidates. It is even more worrying that one of the members of the Board of the Fund "Dr. Zoran Đinđić" is at the same time the mentor and project manager of one of this year's laureates. Bearing in mind that the Board makes a decision on the proposal for awarding awards, the issue of conflict of interest in the implementation of the current competition arises - as well as consequential injustice towards other candidates.

Accordingly, considering the importance of adequate development of young scientific staff, as well as the prestige of the award whose regularity is in question, we appeal to all relevant institutions - above all the "Dr. Zoran Đinđić" Fund Board, the UNS Rectorate and the UNS Senate - to express their opinion on the problematic amendments to the Rulebook on awarding the award, potential indications of conflict of interest and protection when making the decision on awarding the "Dr. Zoran Đinđić" award.

The MASA initiative for the correction of the regulations of the Faculty of Medicine on the conditions for the selection of assistants

The Network of Academic Solidarity and Engagement (MASA) received a complaint against the 2022 MoF Rulebook related to: "Conditions for selection to the position of assistant Article 17."
and items 4) and 5) within that article for the statement: "who completed the appropriate health specialization with an excellent grade on the specialist exam".

We believe that the teaching profession, in addition to expertise and education, should also be based on scientific research work, which often goes to the detriment of the aforementioned. We believe that the conditions for selection into the profession cannot be exclusive according to individual criteria, but that there should be the possibility of compensation in other necessary conditions specified in Article 17, for example:
- for paragraph 4) that if he does not have an excellent specialization success, he should have published at least "10 papers" instead of the existing "5 papers" in extenso in peer-reviewed journals (or be the first and first author in one of them from the category M21-M23).
- for article 5) that if he does not have excellent success in specialization, that he completed the integrated medical studies with an average grade of "at least nine (9)" instead of the existing "at least eight (8)" or to add here also "published at least 10 works in extenso in peer-reviewed journals."
 
Of course, these are only our suggestions, because the Teaching and Research Council of the Ministry of Education certainly takes a better look at the possibilities of candidates for clinical teaching. We would beg you to understand this as a well-intentioned suggestion that individual members of the academic community are not denied promotion if they are exceptional according to other criteria, and of course not diminishing the importance of the specialist exam as the most important but not exclusive criterion. 

Support from Professor Dragana Vasiljević Tomić

The network of academic solidarity and engagement in the new procedure for the selection of one full professor at the Faculty of Architecture of the University of Belgrade sends public support to colleague Dragana Vasiljević Tomić, associate professor of this faculty. This is the second time in the last two years that the Teaching Scientific Council of the Faculty of Architecture (NNVAF) prevents colleague Vasiljević Tomić from reaching the highest academic title. However, unlike the previous (non)election, when her job was not threatened, this time the consequence of the unsuccessful promotion for her colleague Vasiljević Tomić may be the loss of her job at the Faculty of Architecture of the University of Belgrade.

Professor Vasiljević Tomić has been employed at the Faculty of Architecture for 28 years, of which she spent 14 years as an associate professor, and despite the fact that she met the requirements for selection as a full professor during the previous competition, announced in 2020, neither then nor now, she was not elected to the position she belongs to according to all her qualifications. That colleague Vasiljević Tomić is qualified to carry the title of full professor was assessed by the five-member international Commission for the selection of teachers to which the Teaching Scientific Council of the Faculty of Architecture (NNVAF) unanimously entrusted this mandate at the session held on 27.6.2022. Since three objections (two of which are anonymous) to the proposed Report of the Commission were received, after their analysis and a detailed response to them, the Commission concluded that all three objections are unfounded and that colleague Dragana Vasiljević Tomić meets the conditions for election to the title of full professor which are prescribed by the regulations of the Faculty of Architecture and the University of Belgrade.

Nevertheless, despite the positive report of the aforementioned Commission, NNVAF, at the session held on 17.10.2022, by secret ballot, without prior discussion and valid explanation, rejected the Commission's proposal to elect Professor Vasiljević Tomić to the title of full professor. After the complaint of colleague Vasiljević Tomić, the university Ombudsman issues an advisory opinion (November 3, 2022) where it is pointed out that the explanation for the (non) selection of Professor Vasiljvić Tomić submitted by the Faculty of Architecture does not contain detailed reasons for not adopting the Commission's report, which is an obligation expressly mandated by the Rulebook on the method and procedures of acquiring the title and establishing the employment relationship of teachers of the University of Belgrade. After that, the dean of the Faculty of Architecture decides to repeat the procedure for the selection of one full professor. However, at the new NNVAF session, held on November 14, 2022, the Commission's report was rejected again, practically without discussion. In the new explanation of this decision, which was submitted to the University after all the deadlines stipulated by the Rulebook had been breached, there are still no detailed reasons for rejecting the Commission's proposal, but the focus of the negative decision is on the aforementioned three objections to the Commission's Report, which, to note once again, , the Commission unanimously rejected.

In the meantime, on November 2, 2022, Professor Vasiljević Tomić received a request from the Faculty of Architecture to respond to the report for unethical behavior in the written work submitted on October 20, 2022 (thus breaking the eight-day deadline within which, according to the Rules, a response from colleague Vasiljvić should have been received Tomic). It should be noted here that the application to the Ethics Commission was submitted by the same person who also submitted one of the objections to the Commission's report proposing the election of Professor Vasiljević Tomić to the title of full professor, which the Commission found to be unfounded. Shortly after the answer of colleague Vasiljević Tomić, the Faculty of Architecture gives the opportunity to the applicant to comment on the response of colleague Vasiljević Tomić, but not to Professor Vasiljević Tomić to once again comment on the new allegations from the applicant's response. After that, in an unusually fast procedure, it is proposed to form an Expert Commission whose mandate would be to determine the accuracy of the allegations from the application to the Ethics Commission.

It is important to note that the report for unethical behavior refers to the originality of the representative reference from 2014, which Professor Vasiljević Tomić used without any objections for her advancement in two election cycles in the past eight years. Therefore, it is very unusual that after so many years, at the very time when her promotion to the title of full professor was prevented, proceedings are initiated before the Faculty's Ethics Committee for a reference that has not been contested so far and which is in no way decisive for the selection of colleague Vasiljević Tomić.

At the time of writing this reaction, the Expert Commission has not yet been formed and is waiting for the statement of the Council of Scientific Fields of Construction and Urban Sciences on the second appeal of colleague Vasiljević Tomić on the new decision on non-election to the title of full professor. We are still waiting for a new reaction from the Ombudsperson, since a new complaint was also submitted to him regarding the new explanation for the unsuccessful election of colleague Vasiljević Tomić. In the meantime, 14.12.2022. the Protector of Citizens also came forward, requesting relevant information from the Faculty of Architecture based on the complaint of the injured colleague.

Bearing in mind all of the above, MASA states that the procedure for the selection of one full professor, for which Professor Vasiljević Tomić is marked by numerous procedural failures (primarily the failure to explain the decision not to support the commission's report), non-transparent procedures and non-academic pressures on colleague Vasiljević Tomić with a clear with the aim of obstructing not only her election to the title of full professor, but also her stay at the Faculty of Architecture.

Bearing all this in mind, MASA appeals to all those responsible in the academic community, the Faculty of Architecture and competent university bodies not to allow another professor of the Faculty of Architecture to lose her job in the short term, after decades of work at this higher education institution.

Announcement of MASA regarding the situation at the Faculty of Teachers, University of Belgrade

The Network of Academic Solidarity and Engagement (MASA) makes a public appeal to the University of Belgrade and the Ministry of Education of the Republic of Serbia to help resolve the crisis situation at the Faculty of Teacher Education of the University of Belgrade, recently renamed the Faculty of Teacher Education, on the occasion of the election of the Dean of the Faculty.

Namely, prof. Dr. Danimir Mandić, the current dean is currently in his third consecutive term (first term 2015-2018, second 2018-2020 and the third starting in 2021) and has now run for fourth consecutive term. According to the Law on Higher Education (Art. 64, Paragraph 1), the dean is elected "for three years with the possibility of one consecutive choice", as well as according to the Statute of the University of Belgrade (Article 65, paragraph 3) "for a period of three academic years with the possibility of one re-election". The current dean recently effected the renaming of the faculty, from the Faculty of Education to the Faculty of Teacher Education, which, it seems, is trying to circumvent the Law and the Statute and present his fourth consecutive choice as the first because the faculty is no longer called the same. This behavior is clearly an attempt to manipulate and circumvent legal regulations in order to achieve personal benefit. 

In addition, there are indications that the current dean of the Faculty exerted illegal pressure on a potential opponent, that unreasonably and tendentially short deadlines were left for candidacy, although according to the Statute of the Faculty of Teachers, the candidate can submit the necessary documentation no later than 30 days after accepting the candidacy.

All of the above is happening in a situation where, for several years, there have only been electronic meetings of the Teaching and Research Council at the Faculty, despite the requests of the members of the council that at least the session of recording the candidates for the election of the dean be held live (or at least conduct a more transparent vote that is public). Namely, at such sessions, the members express their opinion on the items of the agenda by sending their votes individually by email to the address of the lawyer of the Faculty (they are not visible to other members of the Council). After the time for voting has expired, the lawyer sends everyone a summary of the votes by item on the agenda. Since a year ago, the possibility of sending circular letters to council members has been abolished, which significantly hinders any discussion and any academic dialogue on important issues of the Faculty.

Bearing in mind all of the above, the non-transparent voting, the absence of proper sessions of the Teaching and Research Council, the prevention of discussion and academic dialogue regarding important issues for the Faculty, potential pressures on the opposing candidates and especially the attempt to run for the fourth consecutive term as dean, MASA believes that it is necessary to prevent potentially illegal operations of the Faculty and to enable the members of the Teaching and Research Council to exercise their rights at the same time. That is why we appeal to all relevant authorities, including the University of Belgrade and the Ministry of Education of the Republic of Serbia, to urgently help the Faculty of Teacher Education of the University of Belgrade, i.e. the Faculty of Teacher Education.

Report from the round table in Niš dedicated to professional integrity in the academic community

The Network of Academic Solidarity and Engagement (MASA) organized on 17.11.2022. in Niš, the third consecutive round table on the topic of professional integrity in the academic community. The participants were Prof. Dr. Danijela Stošić Panić, prof. Dr. Vladimir Hedrih, prof. Dr. Staniša Stojiljković, prof. Dr. Dalibor Petrović, prof. Dr. Dušan Pavlović. 

The first part presents the results of the MASE survey on academic integrity, followed by a research study on academic plagiarism in Serbia. Participants evaluated ethical practices at universities in Serbia in the last 10 years. A discussion on institutional reforms was also initiated.

The participants agreed that the institutional reform should be directed towards establishing a permanent employment relationship for the assistant professor level, improving the conditions for selection into higher academic titles, the need for decisions for selection into titles to be explained, and simplifying the procedures for determining non-academic behavior.

During the coming months, MASA will continue to organize round tables with the same topic in other university centers in Serbia.
