Mreža akademske solidarnosti i angažovanja ( MASA) je 24. juna uputila apel većem broju međunarodnih institucija i mehanizama (kompletan spisak i tekst apela možete videti u saopštenju na našem sajtu) povodom pretnji krivičnim gonjenjem usmerenih protiv pripadnika akademske zajednice, novinara i stručnjaka, ali i kontinuiranog napada na akademsku zajednicu u Srbiji. U okviru apela samo, između ostalog, tražili od nadležnih međunarodnih tela da pozovu srpske vlasti da odustanu od svakog oblika kriminalizacije profesionalnog, akademskog, novinarskog i građanskog angažmana, kao i da razmotre slanje nezavisnih posmatrača i zatraže informacije o pravnom osnovu najavljenih istraga.
Ovim putem Vas obaveštavamo da smo krajem jula dobili odgovor od ENEST.B2. Sekretarijata, u ime koga nam se obratio rukovodilac jedinice zadužen za Srbiju i Kosovo – Jiří PLECITÝ.

Dear members of the Academic Solidarity and Engagement Network,
Thank you for your email of 24 June 2026 addressed to Commissioner Kos and Commissioner McGrath. I am replying to you in my capacity as Head of the Unit in charge of Serbia and Kosovo in the Commission’s Directorate-General for Enlargement and Eastern Neighbourhood.
We have carefully read your letter and have taken note of your concerns.
We are aware of recent announcements by the Higher Public Prosecutor’s Office that individuals could be prosecuted for their public stances on the 15 March 2025 protest. We are following this case closely and we continue to reiterate our call for a transparent and credible investigation into the reports about the use of sonic weapons against protestors.
We expect that any investigation into this issue is conducted in full compliance with the law and free from any political pressure or perceived political influence and that
fundamental rights of all citizens, including freedom of expression and academic freedom are upheld.
We also recall that, as for all cases, due process is to be ensured and any measure of deprivation of liberty must be justified and proportionate.
I also wish to underline the European Commission’s position that the academic and artistic communities play a vital role in democratic and pluralistic society and must be able to operate freely without undue restrictions or fear of reprisals. The statements from last April you are referring to do not contribute to this objective.
As a candidate country and member of the European Higher Education Area and the Bologna Follow-up Group, Serbia is expected to uphold academic freedom, integrity, institutional autonomy and public responsibility for higher education. In this regard, the 2025 Enlargement Package states that Serbia is expected to urgently reverse the backsliding on freedom of expression and the erosion of academic freedom.
It remains the Commission’s priority to support Serbia in advancing on its EU path which offers solutions to many of the issues at the heart of the discussion in Serbia. We will continue to follow these developments closely in the context of EU accession negotiations with Serbia under chapters 23 (judiciary and fundamental rights) and 26 (education and culture).
We appreciate your continued engagement on these matters, and we thank you for sharing your concerns and perspectives with the Commission.

Хвала вам на имејлу од 24. јуна 2026. године упућеном комесарки Коѕ и комесару McGrath-у. Одговарам вам у својству шефа јединице задужене за Србију и Косово у Генералном директорату Комисије за проширење и источно суседство.
Пажљиво смо прочитали ваше писмо и примили к знању вашу забринутост.
Упознати смо са недавним најавама Вишег јавног тужилаштва да би појединци могли бити кривично гоњени због својих јавних ставова о протесту 15. марта 2025. године. Пажљиво пратимо овај случај и настављамо да понављамо наш позив на транспарентну и веродостојну истрагу о извештајима о употреби звучног оружја против демонстраната.
Очекујемо да се свака истрага о овом питању спроведе у потпуности у складу са законом и без било каквог политичког притиска или перципираног политичког утицаја и да се поштују основна права свих грађана, укључујући слободу изражавања и академску слободу.
Такође подсећамо да, као и у свим случајевима, мора бити обезбеђен правичан поступак и свака мера лишавања слободе мора бити оправдана и сразмерна.
Такође желим да истакнем став Европске комисије да академске и уметничке заједнице играју виталну улогу у демократском и плуралистичком друштву и морају бити у могућности да делују слободно без неоправданих ограничења или страха од одмазде.
Изјаве из прошлог априла на које се позивате не доприносе овом циљу.
Као земља кандидат и чланица Европског простора високог образовања и Болоњске пратеће групе, од Србије се очекује да поштује академске слободе, интегритет, институционалну аутономију и јавну одговорност за високо образовање. У том смислу, Пакет проширења за 2025. годину наводи да се од Србије очекује да хитно преокрене
назадовање у погледу слободе изражавања и ерозију академских слобода.
Приоритет Комисије остаје да подржи Србију у напредовању на њеном путу ка ЕУ, што нуди решења за многа питања која су у сржи дискусије у Србији. Наставићемо пажљиво да пратимо овај развој догађаја у контексту преговора са Србијом о приступању ЕУ у оквиру
поглавља 23 (правосуђе и основна права) и 26 (образовање и култура).
Ценимо ваше континуирано ангажовање по овим питањима и захваљујемо вам што сте поделили своје бриге и перспективе са Комисијом.
